Reading demands global action on Climate Change

On 7 December world leaders will meet in Copenhagen at a UN Climate Conference; these are the most important talks since the 1997 Kyoto agreement. It is essential that urgent, meaningful targets for global emissions reductions and financial commitments to tackle Climate Change are agreed.

Climate alarm: September 21st

Dear friends,

On climate, it’s now or never. We have just over 100 days left to reach a new global treaty to avert climate disaster (and unleash a new green economy) — but we’re nowhere near getting it done.

We have a choice to make: should we pull out all the stops this month to beat climate change?
Avaaz is considering a massive, network-wide push for a “global wake-up call” to world leaders on September 21st. This would be the biggest organizing effort we’ve ever done, aiming to bring our whole network out (peacefully!) to the streets, ringing alarms, holding massive rallies in major cities, and gathering to send wake-up messages from schools, homes, and public squares. From all these places, we would flood world leaders with phone calls, and the actual sound of these millions of voices would be recorded, condensed and presented to heads of state at the UN climate summit in New York the next day.

If we do this, Avaaz will spend the next 4 weeks almost non-stop on it, and it will take hundreds of thousands of us joining efforts to pull it together — hosting and attending events, reaching out to our communities, using all our creativity and dedication. This is an important decision, and we need to make it together. From now until September 21 — should we do it?

The goal of our wake-up call is a big one: to convince the world’s leaders to meet at the final climate talks in Copenhagen this December and sign an ambitious, fair and binding treaty to stop catastrophic climate change.

Talks on the treaty have been building for years. Now, 100 days from Copenhagen, we’re nearing a tipping point — and a huge global roar could make the difference.

If we take this on, we won’t be alone. Avaaz has been working closely with a new, massive coalition of global civil society groups, from Oxfam to WWF to Greenpeace, to multiply the world’s voices for climate action. The joint campaign’s name is Tck Tck Tck — the sound of a ticking clock, as time runs short. Every group involved shares the vision of success in Copenhagen, and we can’t succeed without everyone. The question is — should Avaaz make this climate wake-up call its #1 priority through September 21?

Ben Burfoot, Sustainability Manager at Reading Borough Council , submitted a report to the May Local Strategic Partnership (LSP) Board proposing that a new Climate Change Partnership be incorporated into the  LSP as a theme delivery partnership for the Cleaner and Greener theme of the Sustainable Communities Strategy (SCS) – other theme delivery partnerships include the
Children’s Trust, the Crime & Disorder Reduction Partnership, and the Healthier Reading Partnership which is currently being reviewed to improve its effectiveness.
The report explained that in January 2009 the Council had adopted a climate change strategy, which included the formation of a climate change partnership to enable effective local action to reduce emissions of greenhouse gases and develop resilience to the effects of climate change in communities, businesses and the public sector.
There are four new national indicators for climate change in the second local area agreement (LAA) one of which was a designated target.
The report outlined that a working group had developed a draft proposal for the purpose,objectives, guiding principles, governance and structure of the new partnership, for discussion at a stakeholder workshop which took place on 27 April 2009. Following the workshop the proposal would be developed by an expanded working group and submitted to the next LSP Board meeting.
The Board approved the adoption of the climate change partnership as an upper tier LSP theme partnership reporting directly to the LSP Board. It was proposed that the partnership consist of a board and distinct ‘task and finish’ groups as needed to deliver projects, and a proposed membership of the board would be included in the report to be submitted to the next
meeting.

Mission
To deliver local strategic aims for the mitigation of and adaptation to climate change in Reading, through working in partnership across the business, voluntary, community and statutory sectors. The partnership will seek to build a citizen, business, public and voluntary consensus for urgent and targeted action.

Strategic aims
a) Seek to build a prosperous, sustainable, low carbon economy in Reading, focussed on meeting local needs
b) Develop approaches which reduce individual, community and organisational carbon footprints, whilst enhancing quality of life, through behavioural change, education and collaboration.
c) Across all sectors, to bring about changes to organisational attitudes, policy and practice that support climate change mitigation and adaptation actions
